The Organizational Rules of the Wasaw Ghetto Police: November 29, 1940

The establishment of the Jewish Police was to both secure and order the Ghetto and allow appearances of self-government in the ghettos. Exerpts from their rules of order follow

  • Paragraph II: "the Order police is an organizational entity with the task of securing peace and public order in the area encompassed by the activities of the Warsaw Jewish Council and its institutions, and in any area where it acts on behalf of the council."
  • Paragraph III: "The Order Police is the executive organ of the pertinent community department and is fully subordinated to it."
  • Paragraph IV: The personnel of the Order police is subordinated

    (a) to the Council's organs in the execution of their tasks and , in particular to the commisssion in care of [direct supervision over the ghetto police which consists of Council members appointed by the Council chairman: (b) to the ghetto police chiefs in all organizational and internal matters particularly with respect to training, discipline, service supervision, and technical matters; and (c) to the chairman of the Council in all matters"

  • Paragraph VI: The Council Organs are responsible for the assignments given to the Order Police."
  • Pargraph VII: The Order police consists of higher and lower grade personnel. The higher grade personnel are: the chief of the Order police, his deputy, the precinct chiefs, and their deputies. The lower level functionairies are: group chiefs, section chiefs, and the rank-and-file policemen. The chief of the Order police is subordinated to the chairman of the 'supervision commission' [of the Council]."
  • Paragraph 10: "The personnel of the Order police are subordinated to

    (a) the Council chairman
    (b) the Chairman of the 'supervision commission': and
    (c) the chief of the Order police in all matters pertaining to high level and low level personnel."
  • Paragraph XII: [Candidates had to have]:

    (a) membership in the Jewish community
    a unblemished past
    (c)the ability to act in accordance with the law."

  • Paragraph XVII: "a functionary of the Order police who oversteps his jurisdiction... thus harming the interests of the community or of an individual, or who betrays official secrets, will be disciplined."

  • Paragraph XVIII: "A functionary of the Order Police who acts with a view to gaining personal profits, or otherwise obtaining material gains for himself or for someone else, will be dismissed."
  • Paragraph XXI: " Any high or low-grade employee can be dismissed for the good of the Order Police. Immediate disciplinary action must follow dismissal."

  • Paragraph XXII: "Dismissal is ordered by the chief of the Order Police, who may delegate this power to the chiefs of local units... Their decisions have to be confirmed by the chief of the Order Police. Dismisssals by the chief of police require approval by the chairman [of the Jewish Council]."
  • Paragraph XXVI: "regulates unforms, hats, armbands, and rank insignia.
